  4. 1 medium onion
  5. 3 cloves garlic minced
  6. 1/2 tsp of ground black pepper
  7. 1 pc. green chili
  8. 5 tbs. of soy sauce
  9. 2 tbs. cooking oil

BINALAY is one of the authentic Filipino kakanin from Isabela. It is made  of glutinous rice and panocha or muscovado (alternative). Since Binalay is the favorite of my 3  nephews. I am making 5 kgs. of glutinous rice.
